MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1984 film?

The Colonel tries to involve him in a mission to investigate Lady Kahn, a millionaire who adopts an enigmatic espers to right. This film is a prequel of Chojin Locke: Shin Sekai Sentai (1991).
