MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1990 film?

When he returns to his hometown, Miami, the first case you want to take is that of a 13 year old classmate, Tommy, has been involved in a trafficking ring. The organization called YIP and is led by Carlos. It is self-destructing and Scott, with his experience, he can not let that happen.
