O filme gira em torno das pretensões artísticas de Belisário (Vagareza), possuidor de grande facilidade para decorar textos teatrais, mas que tinha um obstáculo às suas pretensões: a sua timidez, que o impedia de encarar o público. Com o auxílio de um empresário, o turco Salomão, dono da pensão onde se hospedou, Belisário procura de todas as formas vencer na vida artística. Com esse pretexto, o filme mostra os bastidores do cinema, rádio, televisão e do teatro. Os outros destaques desta produção são as participações de Chico Anysio, no papel de um psiquiatra, Daniel Filho, além de Juca Chaves e o grupo Golden Boys na parte musical.
