MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1989 film?

Below is buried with his fiendish experiments in the basement of an abandoned wing of the mental health center. Twenty years later, in the mental health center supported by a mysterious lady with amnesia, and her arrival is marked by an earthquake that cracked the seal pit and releases the spirit of the evil doctor.
