MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1993 film?

You can watch Youseiki Suikoden, full movie on FULLTV - In the 21st century an earthquake devastated Japan. The destruction of Tokyo leaves people homeless and also without law. After some time the ruins of Tokyo are a haven for gangsters and so street gangs, the most powerful is the ruthless gang Koryukai. Suga is discovered Takateru visiting Tokyo on a mission: find his sister Kiyomi, however instead things heat once incidentally found to have been kidnapped by Koryukai themselves. With the help of a transvestite, a colonel become a monk and a lot of guns, Takateru must help defeat the Koryukai and save the town, or lose everything he loves.
