Times are elections and the governor is not predisposed to see jeopardize their position by a diplomatic scandal, so orders his lieutenant governor, Mr. Lopez, to name a new mayor for San Pedro. Lopez decides that the best person is Juan Vargas, a harmless and loyal party member who will certainly not be as corrupt as his predecessor.
