MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1995 film?

You can watch Downtime, full movie on FULLTV - The retired commander and Intelligence Working Group of the United Nations, and longtime associate enigmatic time traveler Doctor, Brigadier Alistair Lethbridge -Stewart is facing the toughest battle of his military career when he finds himself unknowingly in a plot launched by the rector of the University Victoria Waterfield, herself a former companion of the Doctor, to take over the Earth by an evil entity called the Great Intelligence, with the help of his cohorts fierce Yeti robot. Brigadier Can defeat this threat to Earth without the help of the Doctor ?
