MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1989 film?

You can watch Lock Up, full movie on FULLTV - Frank Leone is about to serve his sentence of imprisonment for a misdemeanor. But about to be released, Warden Drumgoole takes charge of the prison. Drumgoole was reassigned to a hellish prison later that his administration was publicly challenged by Leone, and now he'll never again see the light of day.
