MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1981 film?

You can watch Rastro de muerte, full movie on FULLTV - During the 1930s very honest human being is sent as Regional Officer of the Capital City of the State of Yucatan. Once there is a profound corrupt bureaucracy, headed by the Secretary. When Governor discovers this, Torres angry, and leads a military movement which also ends with the murder of the governor. Torres gives Villamosa vacant place and in this way to treat him like a puppet. He agrees with the idea of trying to suppress corruption, however this is more trouble than you think.
