MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2001 film?

This war has its victims and their tormentors, and one of its most important is Sergeant Alonzo Harris, a narcotics agent with 13 years of experience whose questionable methods make blurring the line between legality and corruption. Jake Hoyt, a teenager newly assigned to narcotics police, begins his rounds Alonzo orders in this way learn from him.
